I suppose there are many variables such as the number of packages installed, the hardware and the patience of the user, but in my experience, RPM has never produced a noticeable load on any system I've dealt with. Even in the one instance that I've had corruption in an RPM database and have had to rebuild it, that operation has never caused a noticeable difference in system performance and didn't take more than a second to finish.
I've got some relatively slow hardware with a full install of Red Hat EL WS and an rpm -qai takes less than two tenths of a second of system time to complete and doesn't cause any detectable lag on the box.
