For something like this, here is a piece on info; you need DOD clearance for any GPS to work above 60,000 feet or Mach 1.

I was talking about a self-guided glider someone designed to be launched at 85,000 ft from a weather balloon and a few people were intrigued. It has an on-board PC-104 form PC for guidance with GPS, temp sensors, packet radio modem, electronic compass, web cam and runs rom-dos. Lots of cool pictures and details.
